Independent Gaming Reform Panel: Further Details
23-117 | 13 July 2023
Relevant for Directors, CEOs, Managers
Member clubs are advised that, further to eCircular 23-116 issued this morning, the NSW Government has announced additional information about the independent gaming reform panel.
The Premier has now announced the composition of the 16-member panel. The panel includes industry representatives, from AHA NSW, Leagues Clubs Australia, and the Gaming Technologies Association.
ClubsNSW has also been invited to join the panel as an industry representative.
To support our industry representation on the panel, ClubsNSW will make use of its various engagement channels with members, including regional meetings — conducted four times per year across the 13 ClubsNSW regions — the State Council, and in-person engagement through ClubsNSW staff.
The panel will also feature harm minimisation representatives including Wesley Mission, the NSW Council of Social Services, and the Responsible Gambling Trust.
The panel will also include academics as well as representatives from law enforcement and government, as well as the United Workers Union.
The panel will decide where and when cashless trials will be conducted. The Premier noted that over 3,000 gaming machines have been offered for cashless trials to date and Chair, Michael Foggo, indicated more than 500 gaming machines are likely required. The panel is looking to first meet in early August.
ClubsNSW thanks those member clubs who responded to the EOI to participate in the trial and consented to their information being shared with the Government.

ClubGRANTS Review
The NSW Government will also undertake a review of the ClubGRANTS scheme to be conducted by Liquor & Gaming NSW in consultation with NSW Treasury and The Cabinet Office separately to, but concurrently with, the panel’s work. The Premier anticipated this will be completed prior to the November 2024 panel report.
