Announcement of Independent Panel on Gaming Reform + ClubGRANTS Review

Member clubs are advised that today, the NSW Government announced the composition and responsibilities of the independent panel to oversee gaming reform. 

The panel is being chaired by Michael Foggo, the former NSW Liquor, Gaming and Racing Commissioner. The panel will also feature former Labor Senator Ursula Stephens and former MLC and Deputy Leader of the NSW Nationals, Niall Blair.

As per the announcement, the panel will consist of 16 members including academics and law enforcement. The panel will match the number of industry and harm minimisation representation, with four members each. The representatives of the panel will be confirmed once the respective organisations accept their invitation. 

Further details on the panel composition and responsibilities will be announced later this morning, at which time we will issue another eCircular. 

The panel had been previously announced by NSW Labor as an election commitment. 

The independent panel will be tasked with supporting the introduction of cashless gaming trials, and making a recommendation to the NSW Government by November 2024.  

The panel will also be empowered to make other various gaming-related reform recommendations, including expanding the self-exclusion register, providing for third-party exclusions and using facial recognition technology. 

ClubGRANTS Review 

Today’s announcement also includes a comprehensive review of the ClubGRANTS scheme. ClubsNSW understands that the panel will not have a role in the ClubGRANTS review.
